Many larger, more complex solicitations are moving to the Highest Technically Rated Offeror (HTRO) model, which uses scoring to determine the winner(s). The government-provided scoring worksheet is designed to apply scoring factors to determine your overall score. However, when determining which past performance, scoring factor, or combination of factors (yours and/or teammates) provides the highest likelihood of winning, the government version falls short.
